History: His pre-canon history is practically identical to that of the historical figure, and that can be read here and here. One thing to note, however, is that Hakuouki uses the 1842 birth year.
Where Hakuouki begins is January 1864, just a few months after the Shinsengumi is firmly established in Kyoto. This is when Hakuouki's protagonist, Chizuru, first arrives in the city and witnesses something she shouldn't have--the human experiments that the shogunate ordered the Shinsengumi to carry out, corrupting their own soldiers and giving them vampire-like qualities, called furies. Okita, along with Hijikata and Saitou, was on patrol when they noticed her, and had to take her in as a prisoner when they realized that she had seen their secret. The Shinsengumi was debating on whether or not she should be killed when she told them that she had come to Kyoto looking for her father, Koudou Yukimura, who had in fact initially conducted the research on the furies. Coincidentally, he had gone missing, and with Chizuru around finding him would be much easier. So they decided to keep her alive for the time being, albeit much like a prisoner.
It wasn't until quite a few months later when Hijikata finally grants Chizuru permission to leave headquarters to search for her father, under the condition that she stays with group doing the rounds at the time. The first group that she goes on rounds with is Okita's, and while out the Shinsengumi manage to arrest a Choshu (ronin who wanted to overthrow the shogunate and have the emperor back in power, essentially enemies of the Shinsengumi) activist, and they learned that they were meeting tonight and planning to set fire to Kyoto on a hot, windy day.
So the Shinsengumi organized that night for something that would eventually be called the Ikedaya Incident. As they infiltrated the Choshu meeting, Okita headed upstairs, and encountered with some unusual people. Not knowing anything about them he assumed they were also Choshu, and attacked... Which wasn't such a good idea. While Okita never learned this at the moment, but this was a group of demons, and had exceptional strength. The one he picked a fight with, Chikage Kazama, easily subdued him and gave him a very hard kick into the chest. He began coughing up blood, barely able to stand, and that's when Kazama made his way off.
From that point on, it became clear that Okita's health was not in the best shape, and was required to stay back at headquarters. So when the Shinsengumi was called upon to subdue a Choshu rebellion, he wasn't allowed to go. When the shogun came to visit Kyoto and the Shinsengumi was summoned to guard him, he wasn't allowed to go. A lot of whining and complaining at Hijikata ensued.
It isn't until nearly a year later when the Shinsengumi as a whole is getting checkups that Okita is finally diagnosed with tuberculosis. The doctor, Ryojun Matsumoto, encouraged him to leave the Shinsengumi and go somewhere with clean air so that he might recuperate, but he refused. He believed that since he knew now that his life was significantly shortened, he had to give his all to do his work, not run away from it. Finally, he asked that the doctor not tell any of the others, especially Kondou, about his illness.
Personality: A first encounter with Okita gives the image that he's not as harmful as rumor says he is--he's always got this cat-like smile plastered on his face, one that resembles more of a smirk than a happy or a good-natured smile. He always seems to take everything lightheartedly and often teases, or even trolls, others. Once in a while he'll even throw in a smart-alec comment or two. Hijikata is one of his favorite targets for such, (he's been known to do outlandish things all in the name of trolling Hijikata, like stealing and memorizing his awful poetry, or taking in a cat and naming it after Hijikata [specifically his first name, Toshizo. This is considered rude since Hijikata is older and a higher rank]). He also tends to joke about death and killing a lot, making people who aren't used to his mannerisms very uncomfortable, like Chizuru when they first met.
But because of this, he seems very childish--Okita practically is one big baby. When he doesn't get what he wants (which is almost always the chance of participating in a big event, usually involving the possibility of killing people), he does whine and complain, and if it involves Hijikata, he'll resort to name calling. Beyond that he doesn't do so much as throw temper tantrums, but it does happen rarely, especially if Kondou is involved; however that will be touched upon later.
Generally he keeps this calm and smiling front up, and it's very hard to break. He's rather difficult to read, usually because that smirk is ever-present on his face, even when he's not smiling. For those unfamiliar with him, it's hard to tell if he's ever serious or not, and whether he means many of the things he says jokingly or not. For example, in a much later battle with Chizuru's quite literal evil twin Kaoru, he keeps grinning and throwing around teasing and taunting comments, despite it being a very difficult battle. Breaking past his shell is usually a commendable feat--any attempts to get to him are usually deflected with a grin and an unrelated joke or comment. He's always hiding his tuberculosis and never really mentions it, always insisting he's fine when he is clearly not. Later on in the Okita romance path, he does finally talk to Chizuru about what it was like for him as a kid at Shieikan, and mentions that she's the first person he's ever talked to about that--showing just how much keeps to himself.
However, Okita wasn't always this calm and smiley. When he was younger, he was much more serious and cynical. Being abandoned by his older sister when he was just nine and beaten by the older students at the dojo after that lead him to believe that there was no one in the world who actually cared about him, and that it was full of awful people. However, when Kondou reached out to him and showed respect and belief in him, that changed. He has always looked up to and admired him--while Okita is considered one of the best swordsmen of the Shinsengumi, he always speaks of Kondou's swordsmanship in high regard. He will never lie to him (or rather, tell him anything that would cause him worry or unease, otherwise prefers to keep that to himself) or disobey his orders, regardless if he agrees with it or not. While he realizes he can't do much, he's realized that all he can do to repay Kondou for his kindness is become stronger just for him--a weapon. Even still, he tries to do everything in his power to gain his approval and make him happy, even if it's slightly offputting or "immoral" in the eyes of a normal person.
His relationship with him is essentially the cornerstone to his personality, since he wouldn't be the person he is today without him. This leads to things like his convoluted relationship with Hijikata--Hijikata, also being a pupil of Shieikan and one of the founding members of the Shinsengumi, also grew close to Kondou, and it was very clear that those two were like brothers. Hijikata always seemed to make Kondou proud, and there was a smile he wore whenever he was impressed with something Hijikata did. Okita has been jealous of that, and believed that no matter what he did or how hard he tried, he'd never be able to make Kondou smile like that. This also leads to him losing composure very easily when it comes to him--back when the Shinsengumi was called the Roshitai and composed of different factions, Okita learned of another faction leader who wanted to assassinate Kondou in order to take control. He took it into his own hands to kill him, hoping that Kondou would be happy because he dirtied his hands and managed to protect him (spoilers: he wasn't). When he learned that Kondou had been shot on the way back from meeting with the shogun and other officials, he went on a rampage, killing other ronin in the streets needlessly. Even when the kids he's playing with start calling Kondou useless, he won't hesitate to act in a way that would scare them. Yandere is one way to put it.
As mentioned earlier, Okita has dedicated himself to becoming stronger and a weapon for Kondou's, and now the Shinsengumi's, sake. And at this point in his life, that is how he sees himself. He realizes this is his basic identity, and even goes so far as telling Chizuru that she shouldn't associate with him since he's dangerous. He understands that his job is, essentially, to kill people, and no sort of societal or personal meaning to any person (perhaps except Kondou) will prevent him from fighting and/or killing them if they're considered an enemy, or a threat to the Shinsengumi. After first taking Chizuru in as a prisoner and it's revealed that she's a girl, every member then displays some hesitation about taking violent measures against her, except Okita--if she was going to be a threat to Kyoto's peace or the Shinsengumi's secrets, then it would be best that she died, regardless if she was a girl not. When Heisuke and Saitou, both founding and core members of the Shinsengumi, are taken away by Kashitaro Itou's faction to form another group, he says that regardless of whether or not he considers them friends, if there comes a day where they oppose the Shinsengumi, then that's the day he marks them as an enemy.
Even yet, because he sees this as his basic identity, he does carry about a certain pride and confidence about his skill. This becomes most evident after being bedridden for months, faced with furies that suddenly attacked his room. Chizuru's evil twin Kaoru gives him a vile of the Water of Life, the elixir that turns one into a fury, giving him the opportunity to make himself stronger in order to protect himself and Chizuru. When he attempts to draw his sword only to drop it, he remarks how the 1st Division Captain had been reduced to such an embarrassing state, and is driven to drink it.
Going off of that, one of Okita's greatest fears is becoming extra baggage and not needed by anybody, which most likely stems from his sister's abandonment at a young age. This shows up once in a while in his attitude towards Hijikata, when he feels like he's getting all the praise from Kondou but he's still being scolded like a small child. This is why he tries so hard at what he does, and one of the reasons why he hides his tuberculosis--if people found out, he might get left behind. And one of the reasons why he gets so upset when he's not allowed to attend big events with the rest of the Shinsengumi. He doesn't want to become a burden to anyone.
Though underneath that shell, the yandere tendencies, and the weapon-mindedness, is a very caring and surprisingly sincere man. He won't show it normally, but he's fiercely protective of the things he cares for, like the Shinsengumi, Kondou, Hijikata to a certain extent, and later on in the right circumstances, Chizuru. When he wants to let someone know he cares, he's incredibly passionate and heartfelt--the things he say might be simple, but the emotion and feeling of his words are self-evident.
As far as minor habits go, he's not a very big eater, usually giving up his food or leaving parties early. He's surprisingly good with little kids, probably because he's much like a kid himself. And he has this odd tendency to stare off into space.
Strengths: Physically, Okita is considered one of the strongest and best swordsmen of the Shinsengumi. Even from a young age, he has always shown signs of that talent--when he was being abused by the other pupils at the Shieikan Dojo, he always looked for openings in their attacks; he mastered his style, Tennen Rishin Ryu, around the age of eighteen and subsequently became star pupil and head coach. There are very few that can match him, so when Saitou showed up at Shieikan for the first time for a match, it was very obvious how excited he was to find someone of his level. He can wield a wooden sword just as well as a real one.
He's also very good at keeping things to himself and keeping face, even in tough situations. Battle and death doesn't faze him, since he understands that it's just a part of what he does and life in general. Even when he killed a person for the first time, he was calm and didn't show much remorse at all for what he had done. He even speaks lightly of those subjects, though it's often hard to tell if he's serious or joking. When he's diagnosed with tuberculosis, his reaction isn't much beyond "oh, so that's what it is." He does admit to Chizuru that he's incredibly scared, but doesn't really show that he is.
His observation skills are also worth a mention, considering that he's been able to pick out weaknesses in opponents' attacks from a young age. He was able to pin Chizuru as a girl from the very beginning (but her disguise wasn't very good anyway), and when they first encountered Kaoru, who was dressed like a girl, he almost immediately mentioned how much they looked alike.
Weaknesses: Since he does have tuberculosis, no matter how strong he actually is, his occasional coughing fits does slow him down some. He's not at the 100% that he used to be, before getting kicked in the chest by Kazama. And at the end of the day, he doesn't have any supernatural powers on his side, so the normal restrictions on a normal human apply.
He doesn't quite understand the concept of people being weaker than him--he'll always go all out in a match even when it's clear that his opponent has nothing on him (and then consequently act disappointed, even though the end result should have been obvious). When training with pupils, he never stops the sword before hitting them, which usually results in injuries on the pupil's side. Even in demonstration matches, he'll treat his opponent like a true enemy, aiming for vital points. When up against a fellow Shinsengumi member in a demonstration match for the Aizu domain daimyo, Okita did just that and injured him pretty badly.
Kondou himself is also a huge weakness, since putting him in the smallest amount of danger or even speaking ill of him can cause Okita to lose composure and act irrationally. The fact that he only ever listens to Kondou should be highlighted, since consequently this means he doesn't really listen to anyone else, often acting out of his own judgment (which usually isn't the best).
And lastly, despite the Shinsengumi being an important piece in the political puzzle of the bakumatsu period, Okita is not very interested nor really understands those politics, often avoiding conversation about it. He's a rather simple, straightforward thinker.
